A Mayor and Council were elected upon the establishment of the City in February 2001. 

Elections took place in November 2001, with winners taking office in January 2002. The Mayor began a four-year term and the Council Members with the highest number of votes in each district held office for a four year term. Those having the second-highest number of votes held office for a two-year term, so Council Member terms would be staggered in the Wards/Districts.
